AOC director Dudgeon requests review of court system’s financial operations by state auditor

In a move to increase transparency and implement best practices in financial management, the Administrative Office of the Courts has asked the Auditor of Public Accounts to examine its financial operations and make recommendations on how to potentially improve internal management controls.

The audit started June 1.

Kentucky Supreme Court Chief Justice John D. Minton Jr. said he welcomed the review of the state agency.

“I’ve long been a proponent of transparency within the administration of the Judicial Branch,” Minton said. “Requesting this audit demonstrates our commitment to openness and accountability.”

“We want to ensure we have the right checks and balances in place,” AOC Director Laurie K. Dudgeon said. “We appreciate Auditor (Mike) Harmon’s assistance with this audit and look forward to working with his office over the next few months.”

In a letter outlining the scope of the review, Harmon said, “The primary focus of this examination will be to evaluate AOC’s policies and procedures over its financial activities and other operations to determine whether management can rely on these processes to help ensure the risk of waste, fraud, and abuse is at an acceptably low level.

“To accomplish this, our office will interview key AOC employees and review written procedures; analyze financial information such as accounting records and other internal financial information such as contracts, invoices, and bank records; and perform other procedures deemed necessary. At the conclusion of our work, we will also provide training to AOC employees on good management and governance practices, including recommendations that result from this special examination.”

The AOC is the administrative arm of the state court system and supports the activities of nearly 3,400 court system employees and 404 elected justices, judges and circuit court clerks. As the fiscal agent for the state court system, the AOC also executes the Judicial Branch budget.
