The USDA said they used Wakanda to test the system behind the tracker and forgot to remove the Black Panthers` home country. Yellow potatoes had to maintain a base rate of “0.5 cents per kg” when importing the fictional East African country, while Chinese frozen water chestnuts were duty-free if the United States decided to import them from Wakanda. Cows were also exempt from customs duties. Until Wednesday afternoon, the fictional country of the popular superhero movie Marvel “Black Panther” 2018 has been listed as a free trade partner of the United States on the U.S. Department of Agriculture`s agricultural tariff tracker. The Wakana free trade agreement with the United States was not forever. Although the agreement also sets targets for purchases of certain services negotiated by China from the United States, these data are not reported monthly and are not processed here. The agreement also contains targets for 2021, which are not presented here. For both U.S. export data and Chinese import data, the 2020 supplementary trade targets (in addition to the initial 2017 value) are $12.5 billion (agriculture), $32.9 billion (industrial products) and $18.5 billion (energy). These objectives are contained in Appendix 6.1 of the agreement. The FTA tariff instrument includes all products (agricultural and non-agricultural products) classified in the 97 chapters of the harmonized system and contains information on product-specific rules of origin to determine the eligibility of reduced rates with each U.S.

FTA partner. The FTA tariff instrument provides not only information on current tariff lines, but also transparency on future tariffs and the year in which these products will be tariff-free. For all unsured goods – which account for 29 percent of China`s total merchandise imports from the United States and 27 percent of total U.S. merchandise exports to China in 2017 – the first phase agreement does not contain a legal objective. As of October 2020, Chinese imports of all uncovered goods from the United States were $28.4 billion, 25% less than in the same period in 2017. U.S. exports of all unsured goods to China were $22.0 billion in September, down 13% from the same period in 2017. (October data on uncovered products will be available on December 7, 2020). Wakanda appears to have been touted as a free trade country with the United States after June 10, according to Internet records. Under the agreement, China has committed to purchase as much as $63.9 billion of U.S. covered goods by the end of 2020 compared to those basic plans for 2017.

The definition of the baseline for 2017 based on Chinese import statistics implies a purchase target of $173.1 billion for 2020 (in red in panel a). On February 14, 2020, the economic and trade agreement between the United States of America and the People`s Republic of China came into force: Phase 1. China has agreed to increase the purchase of certain U.S. goods and services to a total of $200 billion in 2020 and 2021 compared to 2017. This PIIE graph tracks China`s monthly purchases of U.S. products covered by the agreement, based on data from Chinese Customs (Chinese imports) and the U.S. Census Bureau (U.S. exports). These purchases are then compared to the annual targets of the legal agreement, which are established monthly on the basis of seasonal adjustments on two basic scenarios (see methodology below).
